CARE uses its GiE approach to understand the different needs, capacities, and vulnerabilities of people of all genders in all their diversity through Rapid Gender Analysis (RGA), and to implement practical, gender-informed humanitarian programming, including in CARE’s core humanitarian sectors of food and livelihood security, shelter, WASH, and sexual and reproductive health and rights. CARE and its partners’ commitment to gender transformative work includes ensuring the prevention and mitigation of, and response to, gender-based violence (GBV) and protection needs.

Opportunity

CARE is seeking a Gender-Based Violence & Protection in Emergencies Advisor, located in our Asia Region, to support our Global efforts. The GBV & Protection in Emergencies Advisor will be part of CARE USA’s Humanitarian Affairs Department and will play a critical role in ensuring the technical quality of CARE’s GBV in Emergencies (GBViE) and protection mainstreaming and standalone programming through support to program design and resource mobilization; implementation; monitoring, evaluation, accountability and learning (MEAL); and research and policy work.

The GBV & Protection in Emergencies Advisor will support GBViE and protection activities relating to emergency preparedness as well as deploying to support start-up and scale-up of humanitarian responses, with a global remit.

The role will provide in-country and remote technical assistance – with a particular focus on GBV response – to country offices and regional teams implementing humanitarian responses across CARE’s Asia-Pacific; East, Central and Southern Africa; LAC; MENA; and West Africa regions, complementing technical expertise of other GiE, GBViE and protection colleagues at country, regional and global levels.

S/he will work with regional and country office program and technical staff to identify strong GBViE and protection programming models for high-quality replication across regions, as well as developing and disseminating technical guidance, and addressing capacity gaps through training and mentoring. Based in the Asia region, 20% of the GBV & Protection Advisor’s time will temporarily be dedicated to regional technical focal point duties until a full-time role is secured, as per standard arrangements for all regions.

The GBV & Protection in Emergencies Advisor will provide technical inputs into program design and proposal development, lead on GBV and protection humanitarian proposal writing for global/multi-country US grants, and provide technical oversight to project implementation with a focus on US-funded interventions.

Your Responsibilities:

  • Remote and in-country global technical assistance to CARE and partner program implementation and MEAL (GBV risk mitigation, protection mainstreaming, and technical assistance for standalone protection, GBV response, and prevention programming)
  • Technical assistance for program design, proposal development, and resource mobilization
  • Asia GBV and Protection in Emergencies focal point responsibilities (temporary)
  • Technical input and support for policy influencing, research, and learning

Qualifications:

  • Bachelor’s degree in relevant social sciences with a demonstrated focus on protection / social work or demonstrable equivalent work experience. Master’s degree and/or study of social science research methods preferred
  • At least five years’ experience in large, multi-faceted organizations, preferably focused on gender in emergencies and/or protection
  • Excellent knowledge of the humanitarian system and gender- and GBV-related programming, inter-agency standards/guidelines, and policy issues and trends
  • Excellent demonstrable knowledge and experience of designing and implementing GBV response programming approaches across a range of humanitarian contexts, including fragile and conflict-affected states e.g. women and girls safe spaces; case management; psychosocial support; integrated GBV and sexual and reproductive health services; cash and voucher assistance; establishing and working within systems of referral and follow-up
  • Knowledge and experience of designing and implementing GBV prevention programs in a range of humanitarian contexts e.g. engaging men and boys; child, early and forced marriage desirable
  • Experience designing and implementing GBV risk mitigation actions, with a focus on food security, WASH, shelter, sexual and reproductive health, and rights, and/or cash and voucher assistance
  • Experience representing NGOs in humanitarian coordination mechanisms (e.g. Protection Clusters/Working Groups, GBV AoR) and to a range of humanitarian donors
  • Significant experience of humanitarian program design and proposal development, including providing GBV and protection technical inputs for US Government proposals e.g. Bureau of Humanitarian Assistance (BHA) and Bureau of Population, Refugees, and Migration (BPRM)
  • Strong assessment, gender analysis, and monitoring, evaluation, accountability, and learning skills
  • Experience in policy analysis, policy influencing, and advocacy.

Your Strengths:

  • Ability to listen to, support, guide, coach, advise, mentor, and train non-specialists in GBV and Protection in Emergencies
  • Outstanding English-language written and oral communication skills, with demonstrated ability to express complex ideas in simple and persuasive terms. Excellent spoken and written French and/or Spanish skills an advantage
  • Proven relational and networking skills
  • Excellent organizational, problem solving, and strategic planning skills
  • Ability to participate in meetings with colleagues based in US time zones (i.e. evenings) when required
