Job title: Head of Finance & Operations (Fund Manager)
Job description: Brief Description of position:
Cowater is seeking a senior director level national finance and operations specialist to lead the project fund management (grants and project financial management and oversight) for an upcoming UKAID funded Foreign and Commonwealth Development Office (FCDO) project focusing on poverty reduction, market systems development and social protection in Bangladesh. This position is contingent upon contract award.
Background to the project:
Cowater is seeking a head of finance and operations for the UKAID Pathways to Prosperity for Extremely Poor People (PPEPP) project in Bangladesh funded by the FCDO. The PPEPP project will provide technical support and assistance aimed at facilitating the development of local markets to connect poor households to mainstream economic growth and coordinating policy initiatives at national and local government level to promote action on extreme poverty. The program will work in regions with large numbers of extremely poor people which are particularly vulnerable to climate change and other disasters. PPEPP will deliver results through four main components: (i) Market Systems Development, (ii) Social Protection / Life Cycle Grants, (iii) an Extreme Poverty Governance Facility and (iv) a Livelihoods, Community Mobilization and Nutrition delivered by an NGO implementing partner. The project will be overseen by a supplier managed Programme Management Unit (PMU).
The head of finance & operations (fund manager) will be responsible for the oversight and management of all the grant funds, financial, accounting, budget and administrative processes for the programme. They are responsible for developing, implementing and managing systems to ensure effective financial management within the programme, in compliance with FCDO’s and Cowater’s policies and procedures. They will ensure the prompt financial, procurement and administrative support for the delivery of grants to the programme beneficiaries, SME grantees and civil society research partners. They will be responsible for coordinating activities with local key partner organizations and stakeholders, providing technical inputs for the development and implementation of a grants program and ensuring the financial audit and verification of all donor funds.
The position is contingent upon contract award. The position is full-time for 5 years and Bangladesh-based.
Specific Roles and Responsibilities:
This position requires:
Financial management responsibilities including funds disbursement, funds transfer requests and acquittals, and financial reporting.
Ensure that all financial transactions are done with integrity and cost-effectiveness and are necessary for achieving the programme goals.
Prepare and submit all programme and grant financial statements/ reports
Prepare financial forecast (monthly, quarterly and annual forecasts).
Maintain an overview of programme expenditure against programme work plan and budgets, complete a variance analysis.
Coordinate internal and external programme audits.
Enforce all of Cowater’s compliance policies and establish the relevant financial management processes and procedures relating to those policies.
Manage project and field accounting systems and monitor internal day-to-day finance operations
Support implementing partners to fill any gaps in their financial systems/processes to meet donor finance reporting requirements
Strengthen, monitor, and test internal control procedures for making project-related payments and booking accounting transactions
This position requires:
Advanced degree in economics, finance, business administration, public finance, public policy or a related field
Professional accounting qualifications
Professional experience implementing donor-funded activities and having responsibility for financial and operational delivery of the programme funds.
Minimum of 10 years of professional experience in implementation of large scale ($10+) complex multi-year donor funded programmes including grants fund management to civil society, private sector, cash transfers to households and government agencies.
Experience in undertaking detailed pre-grant financial due diligence and verification of potential grant partners.
Demonstrated understanding and fluency with preparing and analyzing financial statements, establishing and managing finance and compliance systems, overseeing and working with audits of grant partners
Experience working with social security and livelihood support grants, supervising and advising grantees, and evaluating return on investment
Excellent written and verbal communication skills.
Fluency in English essential.
Experience of working in South East Asia and/or Bangladesh (desirable),
Experience of managing UKAID and FCDO funded projects (desirable)
Experience of UKAID fund-management experience (desirable)
