  • Based in Khulna, the M&E Coordinator, reporting to the Project Manager will be engaged as a full-time employee and will be responsible to design and implement the monitoring and evaluation (M&E) activities and ensure the result-based management in program and project areas as per defined strategy. The position holder will develop/customize different M&E tools/system/process/M&E plan and implement an efficient project M&E, track output delivery and assess outcomes to understand project progress towards achieving objectives, hold regular routine monitoring, post distribution monitoring, survey design and conduction, compile information and produce quarterly report for project management team to take decisions. Data quality assurance is one of the key responsibilities of this position holder and will provide effort for capacity building of staff on updated M&E issues to ensure data integrity and data management. The M&E Coordinator will support Project Manager for donor reporting and manage the USAID reporting system, MIS (AAMP), TEAMs etc as per need.
  • S/he will continuously perform back end scripting in cloud-based application (ODK, KoBotoolbox) to collect data and validate to prepare any ad-hoc reporting for the Project Manager. The staff would liable to conduct and ensure the quality of baseline and end-line survey in consultation with M&E Manager -National Office. This position will be required frequent field visits and participate in various audit/DQA/monitoring events and sharing the findings with Supervisor and implementation management team in consultation with M&E Manager -National Office. S/he needs to facilitate different need based training to mitigate the findings and build the capacity of field implementation colleagues on day to day aspect of M&E, reporting and quality data flow system. S/he will also be responsible for data center administration comprising with mid ranged application for reporting USAID’s ITT, AAMP and DIS Platform in close coordination and collaboration with NJ II M&E team and technical expertise from the M&E Manager -National Office.

Job Responsibilities

  • World Vision will manage the Supporting Disaster Risk Reduction in Vulnerable Disaster Prone Zones in Bangladesh project in three tiers: 1. implementation by the project team; 2. technical and oversight monitoring from the field office; and 3. operational and compliance support from WVUS. The Project Manager will manage the entire team in accordance with the project design approved by USAID/BHA. M&E Coordinator needs to work closely with the Project Manager, operation team to plan routing M&E systems wherever information management and automation process is highly required for efficient program operation. Develop, maintain, and update the project’s comprehensive and integrated databased operation in line with its all program purposes/ sub-purposes and requirement of the donor and management staff. Design appropriate database that fulfill information and analysis need, especially as they relate to the determination of the program outcome and impact. Carefully examine real time operation processes including primary data source, necessary inputs based on output requirements, and their inter-relationships. Set standards and procedures for data gathering from data sources, report automation and disseminate them accordingly to program staffs. Establish linkage with MIS and environment and gender monitoring tools to analyze the outputs and/or outcomes of environment and gender activities as crosscuts. Carefully study user requirements and take necessary initiatives to customize the system further for incorporating the requirements and to optimize the use of the system. Prepare work plan to implement the systems within the operational area and oversee the overall implementation process through M&E/ MIS / Program staffs and relevant program management team at Upazila level. Provide a clear description of his/her planned approach to data collection, management, access, sharing, and usage in line with the Data Responsibility Guidance on the BHA.
  • Design and support to conduct baseline survey, following the BHA guideline, update ITT and PIRS as appropriate and keep the M&E plan in place and tracked. Assist Project Manager and program management to prepare dataset for sampling and statistical outputting as deemed necessary for regular survey/assessment/study and routine monitoring including post distribution monitoring. Extend support to the management to explore the scope of further research by using available micro level data. Support to track and prepare various documents related to program management and monitoring inventory along with and beneficiary tracking and provide necessary guides as deemed necessary.
  • The cornerstone of the M&E plan is high-quality data that can be confidently used to inform interventions. WVB will use multiple sources of data and evidence, including annual surveys, PaBS, capacity assessments, evaluations, and quality checks on secondary sources, to establish the critical baseline information against which progress will be measured over the life of the activity. M&E results will be incorporated into monthly and quarterly reports, as well as presented in project coordination meetings. The project team will use data from project M&E activities to take corrective measures to improve implementation quality. Conduct data validation by looking at data sources and at database. Develop Stored Procedure, Function etc. on an ad hoc basis to expedite consistency-checking process. Troubleshoot MIS input devices like laptops, Smartphone, tablet PCs, printers etc. as deemed necessary.
  • Coordinate, collaborate and work closely to extend technical support and assistance to relevant project staff including stakeholders in order to carry-out specific activities, program assessments and evaluations (e.g. different surveys, Annual Survey and Final Evaluation) on timely basis. Produce report, update and upload in USAID/BHA reporting link/ site as guided by the M&E Manager -NO. Take necessary initiatives to upgrade software patches whenever found necessary and ensure compliance with the inventory control and requirements as set by World Vision.

Additional Requirements

  • Advanced knowledge on M&E, reporting, documentation, designing and security of large-scale database systems both in offline and online cloud system. Sound knowledge on database backup, maintenance, replication and synchronization setup along with performance monitoring techniques expected. Program performance monitoring skills based on indicators set at the results framework and expertise in data validation tools and techniques.
  • Training facilitation skills and ability for presenting M&E and learning agenda related critical/technical phenomenon in non-technical audience.
  • Preferred knowledge on environmental software installation maintenance and troubleshooting.
  • Data analysis skills using SPSS/STATA, Excel, Access is highly required.
  • Knowledge on ODK/Kobo scripting is must.
  • Well versed in USAID/BHA reporting requirement and compliance
  • Healthy, well fit and interested to travel remote villages of vulnerable coastal sub-districts, Shyamnagar & Kaligonj of Satkhira and Koyra & Dacope of Khulna districts.
  • Expert in motorcycle driving and have valid driving license
  • More than 5 years of relevant working experience in the area of M&E, MIS and large volume of database management.
  • Experiences on working with mobile devices and windows based mobile applications.
  • Problem solving and decision making and high skill on presentation
  • Previously worked in USAID/BHA project under INGO and strong reporting experience in BHA online platform in compliance with requirement is pre-requisite.
  • Able to create a working environment where team members have equal rights to listen, speak up and contribute to achieve a common goal of the project
  • Must live in the project working area and ready to accept the challenges and cope with the changes.
