Under the direct supervision of Nutrition Section Chief, the Nutrition Cluster Coordinator (CC) is responsible for managing the National Nutrition Cluster co-chaired by the Institute of Public Health Nutrition (IPHN) and UNICEF. The Nutrition CC will coordinate the preparedness, anticipatory actions, response and recovery actions with relevant Government departments, UN agencies, Donors, INGO, NNGO, LNGO and private sector. The Nutrition CC will support and facilitate the emergency nutrition preparedness components at the national level to ensure a coherent and effective nutrition response at national level along with other cluster partners. The CC will represent the Nutrition Cluster at the national level humanitarian coordination mechanism called Humanitarian Coordination Task Team (HCTT). The Nutrition CC is also responsible to represent the Nutrition Cluster in the Joint needs Assessment, Information Management Working Group, Humanitarian Response Plan, Contingency Planning, Minimum preparedness actions, Cash Working Group, Localization working group, Response package update, capacity strengthening for the members and also ensure the six core functions of Cluster mechanism in line with the Standing Order on Disaster (SOD). The Nutrition Cluster (NC) aims to strengthen the collective capacity of humanitarian actors working in the area of Nutrition in Bangladesh.

The NC focuses in particular on preparedness whilst providing support to the Government on response efforts during times of both slow and sudden onset emergencies. The Nutrition CC will also perform the functions of information management officer, collating and analyzing data that will be shared at the Cluster level from all partners. This data will assist in decision making and guide a response that is evidence based.

How can you make a difference?

Lead and manage humanitarian coordination mechanisms

  • Ensure appropriate Engagement, establishment and maintenance of humanitarian coordination mechanisms with all humanitarian partners on a coherent and robust humanitarian response for the Nutrition cluster. Humanitarian coordination and capacity mapping of all current and potential actors – government, national and international humanitarian organizations as well as national institutions.
  • Represent Nutrition Cluster in HCTT
  • Ensure six core functions of cluster mechanism
  • Ensure core commitment for children
  • Develop/update preparedness and contingency plans, response strategies and action plans for the cluster and ensuring that these are adequately reflected in the overall country strategies Ensure regular cluster reporting against the IASC core functions and indicators.
  • Ensure effective links with other clusters, especially Food Security, WASH and Child Protection. Identify core advocacy concerns and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinators, donors and other actors
  • Establish links to other cluster coordination mechanisms on critical inter-sectoral issues.
  • Provide support to the national level Nutrition in Emergencies coordination structures within the Humanitarian Cluster Approach
  • Collate inputs received related to information management, analyze and share with concerned stakeholders in timely manner for appropriate decision making

Advocacy and Networking

  • Document and share best practices and lesson learnt on Nutrition in Emergencies to all relevant stakeholders at national and sub-national level
  • Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the UNICEF and HCT, National authorities and other humanitarian actors;
  • Advocate for donors to fund nutrition partners and encourage nutrition partners to mobilize resources for emergency nutrition interventions.

Technical support to program/project development and implementation

  • Participate in discussions with national partners/clients/stakeholders to promote nutrition and development issues especially in the areas of l) emergency preparedness and response and Il) maternal, newborn and child survival and development.
  • Identify needs during Joint Needs Assessment, Cluster led assessment and prioritize nutrition intervention
  • Highlight Nutrition in Emergency and Nutrition Security.
  • Provide leadership in the organization of NC and TWG Meetings.
  • Liaise and coordinate with Humanitarian Affairs Adviser and other cluster coordinators.
  • Participate in inter-cluster IM coordination working group.
  • Report to Global Nutrition cluster
  • Review and support to develop/modify guidelines, standards and strategy documents encompassing Nutrition in Emergency Interventions led by Nutrition Cluster/ Sector and other Government Led Forums. Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligation.
  • Provide technical support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • Establish results-oriented, two-way communication channels between global, regional level, national level and sub-national coordination groups (as relevant) to promote, upgrade and strengthen a more standardized nutrition response across all disaster-prone areas.
  • Develop and ensure endorsement of Minimum Preparedness and Response indicators as well as emergency nutrition information framework to be in cooperated in expanded National Nutrition Information System.

Capacity Building

  • Support the development of technical capacity of UNICEF staff through training and mentoring activities in the area of nutrition in emergencies
  • Capacity building of relevant government officials and partners on NiE and preparedness (national level)
  • Capacity building of district level government and non-government humanitarian actors
  • Support Nutrition Sector at CXB

Program management, monitoring and delivery of results

  • Actively monitor any preparedness and response related activities through field visits, surveys and/or exchange of information with Government counterparts, partners/stakeholders to assess progress, identify bottleneck, potential problem and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Prepare regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.
  • Produce cluster products and maintain and update cluster webpage.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, Business administration, International relations, policy and/or management, health sciences, nutritional epidemiology, information technology, computer science or another science field.
  • A minimum of two years of professional experience in a developing country in one or more of the following areas is required: Emergency / humanitarian coordination, Cluster coordination, Information management, nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.
  • Experience in health/nutrition programme/project development in a UN system agency or organization is an asset. Training from any global cluster on cluster coordination or Information management will be considered as asset.
  • Fluency in English is required. Knowledge of local language is required.
