- BLAST is a leading national legal aid and human rights organization providing legal advice, mediation, and litigation services, and undertaking advocacy to ensure the rights of women, men and children living in poverty or facing discrimination/social exclusion. BLAST works through its Head Office in Dhaka and 25 District-level Offices with 2600+ panel lawyers and 100+partner organizations.
- Project Summary: LEGD programme has been designed to address marginalization, discrimination and exclusion in this context, before taking participants through the past work and achievements under the first phase, and expanding on the planned activities for the second phase, with a particular focus on changes to the programme implementation strategy (i.e. broadening the programme focus to include women and girls in addition to Hijra and gender diverse individuals; shifting to greater CBO engagement through capacity-building). This project is all about making connections between the work that is being carried out centrally and the work that needs to be carried out at the field level, to support cohesion within the programme.
- The Finance and Admin Officer is responsible for the Finance related CBO management of the LEGD project. S/he will provide direction for the project Oversee the financial operations of the organization and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc. Responsible for entering financial information and maintaining all financial records for projects and for the organization.
Job Responsibilities
- Assisting superiors in all sorts of financial matters.
- Approving voucher and sign checks as per authority delegated.
- Ensuring timely disbursement of fund as per program need.
- Preparing the project budget in accordance with the logical frame and project proposal in a participatory process.
- Assisting for preparing annual budget in accordance with the project
- Facilitating assistance to programs in order to prepare their periodical budget.
- Ensuring that prescribed books of accounts, registers, and statutory records are properly maintained.
- Ensure timely submit the fund request for availability of fund for CBO.
- Ensuring statutory financial statements, e.g., Balance Sheet, Income and Expenditure Statements, Receipts and Payments Statements etc. are prepared on time.
- Will be prepared monthly budget variance report.
- Submitting financial statement and program/activity wise analysis of expenditure and receipts as per accounts manual to the management.
- Maintaining project related important documents like copy of MOA, MOU, DOA and other agreement & contracts.
- Maintaining liaison with development partners and sub-contractors on all types of financial matters.
- Ensuring periodic (monthly/quarterly/ half-yearly and yearly) financial reports for donor.
- Coordinating between administration and finance to ensure that salaries and allowances for all employees of BLAST are made on time.
- Physical inventory on test basis (monthly).
- Monitoring payments to vendors for goods and services within a reasonable time and certainly within the contract period.
- Checking and validating cash balance periodically with cash book.
- Ensuring monthly report on all sales proceeds, contributions, miscellaneous loans, staff advances, and income tax deductions.
- Checking bank reconciliation statement at the end of each month.
- Assisting auditor and consultants to carry out their activities.
- Ensuring deduction of tax and VAT at source from the suppliers and service providers.
- Ensuring that tax deducted at source have been deposited to the govt. exchequer on a timely basis.
- Performing any other duty/responsibility assigned by the authorities

- Bachelor of Business /Commerce / Finance from reputed University or Institution
Experience Requirements
- At least 3 year(s)
Additional Requirements
- At least 3 years’ experiences in NGO or development organizations.
- Should have excellent experience in managing project activities
- Should be an outcome-oriented person.
- Good knowledge in project budgeting, staff management and relevant task for managing project.

- Negotiable
- Two festival bonuses equivalent to one month`s basic salary for each will be paid after successful completion of 6 months probation period. Costs in relation to any field work will be borne by the organization.
