Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

“Promoting Gender-Responsive Enterprise and Skills Development Systems (ProGRESS): Feminising Bangladesh’s Skills and Enterprise Systems and Labour Market’ is a new partnership between the Global Affairs Canada (GAC) and the ILO in Bangladesh for the next five years (2021-2026). The project aims to contribute to achieving gender parity in the labour force by 2041 by addressing the constraints affecting women’s participation in the labour force by working on the policies, systems, and operational level.

The project builds on over a decade of ILO’s support to the core policy and governance systems of Bangladesh’s TVET system, which played an instrumental role in establishing a market-oriented, competency-based skills system coordinated through a collaborative peak body. The current project is a continuation of the initiatives and focuses on promoting women’s access to labour markets in Bangladesh, including through gender-based budgeting for skills training and entrepreneurship development. The project uses gender equality as a central theme to driving for improvements in public policy, skills, and business service provision to empower Bangladeshi women. The project is aligned to GoB’s 8th Five-year plan and prosperity vision, where the country seeks to achieve gender parity in the labour force by 2041.

The project combines capacity building and policy support with practical demonstration to achieve sustainable change. It focuses on economically underdeveloped regions of the Chittagong Hill Tracts and other lagging behind areas for piloting the innovations.

The ultimate outcome of ProGRESS Project is “Increased number of women in Bangladesh employed with decent work in a broader range of occupations”. With more emphasis on the changes at systemic level, the stated development objective will be pursued along three key pillars (intermediate outcomes) that will contribute to changing regulatory procedures, capacities, and incentives of the public and private market actors in the skills and value chains to generate sustainable solution to improve lives and livelihoods of women in Bangladesh:

Intermediate outcome 1100: Adoption and implementation of National Strategy on Gender Equality in TVET (2012), TVET Development Action Plan; NSDP 2020, national budget and operational systems which promote gender equality particularly in terms of digital access, enterprise development and green job

Intermediate outcome 1200: Increased opportunities of wage and self-employment for women within selected value chains and market systems, particularly in the green growth sectors

Intermediate outcome 1300: Improved availability of accessible, inclusive, sustainable and green skills training opportunities for women, youths, persons with disabilities and other disadvantaged groups

Guidance and Supervision
The Programme Assistant (Skills Development) will work under the overall management and supervision of the Chief Technical Advisor of ProGRESS Project and under the direct supervision of the Programme Officer for Skills Development.

Description of Duties

1. Carry out regular programme related support functions including planning, organizing and facilitating workshops, training events & consultative meetings.
2. Assist in programming and control of resources, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial actions.
3. Provide necessary support to coordinate skills development activities at the field level, including coordination with training partners, and stakeholders.
4. Undertake selected field visits to monitor the progress of programme and project activities as necessary.
5. Provide support in maintaining updated databases and records on programming activities for programme monitoring and evaluation purposes.
6. Process and examine programme budget information and data in accordance with instructions, and make necessary abstracts and computations.
7. Summarize information reflecting current obligations and future programme and budgetary implications.
8. Maintain and keep registers and control plans on the status of programmes and projects at formulation, implementation and operational stages.
9. Prepare minutes on different meetings, workshops and programmes.
10. Maintain appropriate file system for both incoming and outgoing communications.
11. Carry out specific operational and/or control tasks for programme and project implementation.
12. Perform any other related duties as required and as maybe assigned by the supervisor from time to time.

Required qualifications

Education

Completion of secondary school education at the minimum, supplemented by technical or university level courses in livelihoods, technical education or vocational training

Experience

Five years (5) of experience in secretarial and programme support activities plus experience in finance related work. Demonstrated skills and experience in working with industries and TVET institutions will be an added advantage.

Languages

Excellent knowledge of Bangla and English

Competencies

⦁ Demonstrated ability to work in the programme support services.
⦁ Demonstrated ability to use word processing software.
⦁ Ability to use other software packages will be an advantage.
⦁ Thorough knowledge of secretarial practice & procedures.
⦁ Experience in accounting practices.
⦁ Proven ability to draft correspondence. Ability to take minutes of meetings.
⦁ Proven experience to deal with and respond to requests from officials from government offices, ministries, employers and industries
⦁ Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
