- Team Leader – GO4IMPact: a programme supporting local democratic governance and climate resilient public service provision in Bangladesh
- Skat Consulting Ltd. is looking for a Democratisation and Climate Change expert, and experienced Programme Manager for the specific function of a team leader of a new Swiss Agency for Development and Cooperation (SDC) funded local governance programme. Programme design and implementation is currently under public tender.

We are renowned as independent resource centre and consultancy working in the fields of development cooperation and humanitarian aid, covering four main topics: Water, Governance, Construction and Energy & Climate. We have strong experience in implementing Swiss funded interventions; since more than 15 years, we are e.g. supporting SDC funded interventions in local governance and public services. We are leading a strong partnership of actors and are in an excellent position to bid for the programme in question.
- Programme summary: The Swiss Agency for Development and Cooperation (SDC) is planning to support Bangladesh to strengthen local democracy and improve equitable climate resilient basic public service provision in the water and solid waste management sectors. Subject of the current tender is an inception phase of 6 months (01.04.2023-30.09.2023) and the implementation of Phase 1 (01.10.2023-31.03.2027).
- Duty station and contract duration:
- Based in Dhaka, Bangladesh
- Team lead, full time, for Phase 1 of the programme: 01.10.2023 to 31.03.2027
- Optionally: inputs to programme preparation in its inception phase, part-time, 01.04.2023 to 30.09.2023
Job Responsibilities
- Overall responsibility for operations and coordination of all programme activities in Bangladesh, in close collaboration with the programme director at Skat headquarter and with the thematic backstoppers at Skat and its implementing partners
- Lead and manage the Programme Facilitation Unit (team of experts and support staff in Bangladesh)
- Responsible of relations with government counterparts and other programme partners in Bangladesh and with the Swiss Embassy
- Lead of administration, finances and human resources management for the office and team in Bangladesh
- Lead the monitoring, reporting, steering of the programme
- Lead in conceptual matters and programme implementation

Educational Requirements
- Master of Science (MSc)
- Master or higher degree in political science, public administration and/or related fields and more than 10 years of relevant work experience.
Experience Requirements
- At least 10 year(s)
Additional Requirements
- Confirmed experience in the management of teams in development projects/programmes of comparable size and scope.
- Experience and understanding of using Thinking and Working Politically (TWP) approach in development programme is an asset.
- Confirmed experience with democratisation or/and climate change projects/programmes.
- Confirmed experience in applying adaptive programme management.
- Professional experience in South Asia and, preferably in Bangladesh, is considered as an advantage, as well as similar work experience in other regions.
- Strong communication, presentation, and negotiation skills.
- Excellent command of English. Knowledge of Bangla is an asset.
