- Bandhu Social Welfare Society (Bandhu) started its journey in 1996 with a mission to address the health care needs and human rights issues of gender diverse population for achieving a vision of aBangladesh where every person, irrespective of their gender and sexuality, is able to lead a quality life with dignity, human rights and social justice.Today after 24 years, Bandhu is sincerely continuing to serve the communities with undivided commitment and is paving the way for obtaining their social justice, equality, sexual and reproductive health and rights (SRHR). The organizational dedication towards its mandate of ensuring health and human rights was recognized by different entities through awards many times. In 2017 Bandhu received “Ardhanareeswara Award” in the category of Human Rights Defender from Rainbow Sky Association of Thailand in 2017. It also received ‘Hero Award’ from APCOM (a coalition of organizations working in Asia and the Pacific region) in the best organization category for outstanding services to HIV/AIDS response and its dedicated efforts towards ensuring Equality and Rights of the gender diverse population inAsia and the Pacific Region.
- Bandhu operates within its own strategic plan designed for every five year. The principles, activities and approaches of the Strategic Plan correspond to national priorities for health care interventions and directly linked with current National Strategic Plan for HIV/AIDS response. Bandhu’s activities have significantly contributed to attaining Millennium Development goals (MDG) by the government, particularly Goals 1, 3 and 6. The 4th Strategic Plan (2017-2021) of the organization is also developed to ensure that its program interventions on health and human rights, implemented through 36 well-equipped field health centers in 23 districts and 31 partner CBOs across the country, can add significant value to national response on health for achieving Sustainable Development Goals (SDGs) particularly 1, 3, 5, 10, 16 and 17.
- Director, Health and Strategic Partnership is a senior most position of the Organization and under the guidance of the Executive Director, the person specifically will lead, supervise and coordinate the regular programme related activities under his/her portfolio and provide strategic direction for the development and provision of support services in order to assure: (i) the achievement of planned targets as per operation plan; (ii) the effective and transparent execution of the financial resources of the Programme; and (iii) the effective coordination with different national programme related to Sexual Health, HIV and SRHR, to sexual and gender diverse population. The person will also provide technical leadership to the implementation of the Bandhu’s Health and Strategic partnership related programme, in coordination with UN Agencies, civil society, donors and other technical partners, to ensure that the planned and implemented Programme with the alignment of the National Plan and Programme.
Job Responsibilities
- Oversee and provide strategic leadership and direction for programme planning, management, monitoring and oversight for Health and SRHR related programmes within Bandhu and regularly report to the Executive Director Bandhu.
- Coordinate the administrative, financial, procurement and programmatic management in accordance with Bandhu’s rules and procedures;
- Ensure that Bandhu’s programme is executed according to the Strategic and Operational Plan and within established budgets, in accordance with the organization Strategy Plan.
- Facilitate Community Systems Strengthening (CSS) strategies, ensure that CSS is integrated in all Bandhu’s programemsand ensure results-based implementation of programme activities;
- Provide oversight on programmatic impact and quality and ensure the reporting accuracy;
- Ensure regular coordination of all relevant departments of the organization.
- Extend support implementation of sustainability plan of the organization.
- Support in the implementation of the capacity building plan:
- Develop staff capacity development plan of Bandhu on an ongoing basis and provide support to the implementation of the capacity development plan.
- Promote knowledge sharing and coaching among the relevant staffs of the project as well as organization.
- Participate in any government and other stakeholder’s related meetings related to programme and organization.
- Coordinate the organization of information events in the area of CSS.
- Ensures facilitation of knowledge building and knowledge sharing in the Organization focusing on achievement of the following results:
- Hosting necessary trainings for the organization and other stakeholders as per plan.
- In coordination with other departments within organization disseminate best practices for management of CSS initiatives at the country level;
- Participate in relevant regional workshops and consultations as per organization needs.
- Provide contents for regular update of organization website uploading information and materials.
- Partnership and Coordination:
- Coordinate with national stakeholders including, but not limited to, the National AIDS STD Programme, national PRs of Global Funds, UNAIDS and UN Joint Teams.
- Develop networking with key individuals in potential donor agencies, GoB, bilateral and multilateral donors, private sector etc. and remain updated on development/changes in donor policies with regard to funding
- Ensure that key donors/potential donors regularly receive information about Bandhu through mailing list and are encouraged to visit Bandhu’s programmes
- Develop presentations on Bandhu and take part in disseminating these among appropriate potential donors
- Ensure that key stakeholders regularly receive information about Bandhu through mailing list and are encouraged to visit Bandhu programmes.
- Maintain and update a database on potential donors
- Developing projects and resource mobilization:
- Keep up to date information on funding opportunities in the government, donor, NGO and private sectors
- Ensure that project proposals, bid documents, expressions of interest, concept notes and other such submissions take place in time, and with acceptable quality
- In consultation with Executive Director and Manager Programmes, put together a team for developing project ideas and proposals; in consultation with respective departments, assign responsibility for different functions in preparing project submissions; coordinate and facilitate the working of the team by ensuring logistics, information and other support
- Participate and produce in project/proposal writing
- Be responsible for final submissions, and ensure that all submissions are complete and exactly as per the specifications
- Follow up projects after submission till the time that the results of the submission are announced
- After awarding and signing any proposal he/she will be the mentor of the project at the inception period (up to three months) and then handover to the respective focal person/department.

Educational Requirements
- Master of Development Studies (MDS)
- Master’s degree in Public Health, or any development related field and/or a degree in medical sciences or project management
Experience Requirements

- Minimum 10 years’ experience in the programme management/public health with 5 years in managing projects in Health and Sexual and Reproductive Health areas.
- Experience in project management in complex environments and financial management of projects;
- Experience in developing budgets for large projects
- Experience in partnership building and management with multi-stakeholders, including health, human rights and civil society organizations;
- Knowledge on programming related to people of diverse sexual orientation and gender identity will be given preference
- Language requirement:
- Excellent communication skills spoken and written English
- Working knowledge of Bangla
- Other initiatives to expand Bandhu resource base:
- Work with the services team to expand the market of the Bandhu’s programme in different sectors.
- Participate in, and lead market research efforts for marketing new products/existing products
- Plan and coordinate appropriate support to service team at Head Office and Field teams in undertaking new marketing approaches, and in provided expanded services
- Give inputs to strategies for expanding Bandhu’s training market; participate in actual training marketing
